Joan Rivers Supports NYC Law Against Prolonged Dog Chaining

Joan Rivers has written to New York city council member Christine C. Queen, urging the passage of a law proposed by councilman Peter Vallone, Jr. that would forbid keeping a dog chained for more than three hours during a 12 hour period.
“I hope this Tethering Bill passes not just for the sake of the poor dogs tied up outside in the cold, but for the sake of the sons of bitches* who do this—because what I’d do to the creeps would be far worse than what any police officer would do!” Rivers wrote in the letter.
Almost four years ago, Vallone called for this type of measure, saying, “There’s no reason to have your dogs chained up for more than three hours. They become more aggressive, they bite more, they’re nervous, and they’re scared.”
Violations of the law would result in a written warning for the first offense, a $250 fine for the second, and a $500 fine and/or three months in jail for the third.
Violations could be issued by NYPD, veterinarians in the Department of Health and employees at the American Society for the Prevention of Cruelty to Animals.
ASPCA officials emphasize that not only do dogs chained for long periods of time undergo behavioral changes, they’re also at risk for being injured from adverse weather conditions, the chain or tether itself and other people.
